Oregon’s 2026 Residential Code: Two Dates to Keep Straight

Oregon

Construction Provisions in Phase-In Until April 2027 · Reviewed 2026-10-18

Oregon’s 2026 Residential Specialty Code took effect October 1, 2026, with a six-month transition for construction provisions. Chapter 1 administration is already mandatory, subject to the state’s specified inspection exception. During the transition, the state allows either the 2023 or 2026 construction provisions; the new construction provisions become mandatory April 1, 2027.

Does This Apply To My Project?

Oregon construction, reconstruction and repair of one- and two-family dwellings and townhouses within the Residential Specialty Code’s scope. Larger buildings may follow a different specialty code.

What This Means For You

A fall or winter project needs a clear code-edition decision before design and pricing advance. The transition does not mean every requirement waits until April, and it does not justify mixing whichever provisions appear easiest. Ask the permitting office to confirm how the transition affects the application.

Your Next Step

Put the proposed application date and chosen construction-code edition on the project brief. Ask the building department and designer to confirm administrative requirements, inspection expectations and how later revisions will be handled.

Separate Administration From Construction

The state identifies Chapter 1 as effective and mandatory October 1, 2026. Chapters 2–44 and appendices have the phase-in period ending when they become mandatory April 1, 2027. The program specifically delays mandatory application of R109.1.7 with Chapter 11 until April 1, 2027; avoid reducing the transition to a single date on a contractor’s checklist.

Make the Edition Visible in the Scope

Ask the designer to identify the edition used for the project’s structural, fire-safety, mechanical and energy design. Have bids refer to the same drawings and compliance basis. If a contractor proposes a substitution, request an explanation of its fit with that chosen design, instead of assuming the transition makes older details acceptable in every new-code project.

Check the Current Published Materials

As reviewed October 18, the division says the integrated 2026 codebook is being published and its summary of amendments is forthcoming. The official adoption and program pages nevertheless establish the transition dates. Ask the designer and department which current amendments and administrative documents they are using; a commercial book’s availability is not the measure of whether the transition has started.

Common Questions

Must I use every new construction provision now?

The state allows the 2023 or 2026 construction provisions during the phase-in, except for the separately stated administrative rules. Confirm the applicable choice for your application with the building department.

Does the same timetable cover a large apartment building?

Not automatically. The residential program identifies one- and two-family dwellings and townhouses. Ask which specialty code governs the proposed building before applying this timetable.
