A battery can change a rooftop solar project’s wiring, equipment locations and inspection needs. For an unincorporated San Diego County home, ask the installer to describe the combined system from the start. A solar-only sketch is a weak basis for comparing a proposal that also changes the service panel and promises backup power.
Confirm the County Route and Combined Work
The county Building Division serves unincorporated areas; the City of San Diego has a separate permitting system. Establish the parcel’s authority before using either agency’s forms. A San Diego mailing address alone does not settle that question.
The county’s solar page identifies online residential roof-mounted applications that can combine photovoltaic work with an electrical service upgrade and energy storage. Ask the installer which pieces are included in the application. Keep any later battery addition or panel relocation visible as a scope change rather than quietly treating it as solar equipment.
Show How the Battery and Backup Arrangement Work
The county’s February 19, 2026 minimum construction specifications distinguish solar and battery equipment and address storage-system locations, disconnects and protection. Ask the designer to show the actual battery position and the equipment that isolates the supported circuits from the utility during backup operation.
Request a clear list of the loads intended to operate during an outage. Compare that list with the quoted storage system and the household’s priorities. A proposal described as battery-ready is not the same as an installed backup system, so ask what additional equipment and work would still be needed.
Prepare the Site and Inspection Documents
The specifications call for equipment instructions and reference documents to be available for inspection. They also address roof weatherproofing, keeping vents clear and firefighter access. Ask the installer to demonstrate those items on the design rather than waiting for an inspection objection to reveal a missing pathway or inaccessible component.
If a battery will be near a vehicle or a frequently used opening, ask the designer to explain the applicable protection and placement requirements for that equipment. Avoid selecting a final location solely because it shortens the electrical run.
- Does the permit description include storage and any service-equipment change?
- Where are the battery, disconnects and backed-up circuits shown?
- Who supplies the approved plans and equipment manuals at inspection?
Track Conditions and Final Operating Permission
The Building Division explains that permit records carry project-specific conditions of approval and that scope changes may change those conditions. Ask the contractor to identify the conditions affecting this project and who will resolve them. Do not assume every condition listed in the county’s general examples applies to a residential solar installation.
At completion, retain the revised plans, inspection outcomes and utility interconnection records. Ask for a demonstration of normal operation, backup operation and shutdown information. Keep any remaining utility step visible in the handoff so an installed system is not confused with one authorized for its intended operation.
Questions Homeowners Ask
Does this guide apply to a house inside the City of San Diego?
This guide concerns the county’s unincorporated jurisdiction. Confirm the parcel’s permit authority; incorporated cities have their own application routes.
Can the county application include a battery and service upgrade?
The county solar page describes combined residential roof-mounted applications with those scopes. Ask the installer to include the actual work and confirm the current submission route.
Is battery-ready equipment already a working backup system?
No. Ask which battery, isolation equipment, wiring and supported circuits are included now and which items would require later installation or review.
