A simple-looking solar array does not automatically qualify for Oregon’s prescriptive rooftop installation path. Before accepting an installer’s permit plan, ask how the existing roof meets the checklist and which trade credentials cover the work. Those two questions address different parts of the project and both belong in the proposal.
Find the Building Department for the Property
Oregon Building Codes Division says most cities or counties provide local permit and inspection services and offers a directory to identify the appropriate department. The division also provides building-department services in some counties. Begin with the property location rather than assuming every Oregon application goes to Salem.
Ask the department which application route and current documents apply to the roof and proposed system. Have the contractor identify who answers structural questions, who submits electrical information and who coordinates any utility interconnection. A single sales contact may not perform all of those roles.
Test the Actual Roof Against the Checklist
The state’s residential prescriptive rooftop photovoltaic checklist, revision May 2024, includes structural and equipment conditions. It says a project with a “No” response to a criterion, or one supported by a manufactured dwelling, cannot use that prescriptive path. That does not mean the project is impossible; it means another review approach must be discussed.
Ask the installer to complete the checklist using observed roof information. Have them identify the evidence for framing, roof covering, loads and attachment choices. Unknown roof construction should remain a question to resolve, not become an optimistic checkmark in an application.
Verify Both Construction and Electrical Roles
Oregon’s licensed-work guidance says contractors doing electrical work need the appropriate Building Codes Division credential as well as a Construction Contractors Board license. Ask for the legal business names and credential numbers of the firms actually performing the work, including an electrical subcontractor if one is involved.
The solar checklist also states that separate electrical permits are required for these installations. Do not treat a structural checklist or a general contractor credential as the complete electrical authorization. Ask how service-panel changes and any battery work are included in the relevant scope.
- Which checklist conditions have been verified on this roof?
- Who supplies additional design if the prescriptive path does not fit?
- Which firm obtains the electrical permit and schedules its inspection?
Preserve Access Paths and Final Records
The checklist calls for a site plan showing the array and required firefighter access and escape pathways. Ask the installer to show those areas on the proposed layout before maximizing panel count. A late layout change can affect both the design and the output estimate you used to compare proposals.
At handoff, retain the accepted checklist or alternate design, permit records, inspections and utility correspondence. Compare installed models and attachment locations with the final documents. If a roof repair or system expansion follows later, those records give the next contractor a useful starting point.
Questions Homeowners Ask
Does a failed checklist item prohibit solar?
Not necessarily. The state checklist says that project cannot use the prescriptive path. Ask the building department and designer about the appropriate alternative review.
Does a CCB license cover every electrical task?
Oregon’s guidance distinguishes the CCB license from the appropriate BCD electrical contractor credential. Verify the firms and credentials for the actual work.
Can a manufactured home use this residential rooftop checklist?
The checklist excludes a supporting manufactured dwelling from its prescriptive path. Ask the reviewing department which design and permit process applies instead.
